Yes, the surface of this feels like the smooth frosted ice and clear icicles which the photos depict.
The bubbles are beautifully balanced, there are 12 frosted ice 'bubbles' on the bottom layer - 3 on each side, then a further 16 of these ice bubbles on the top layer, 4 on each side. Nestled at the centre are the 12 clear icicles sitting snugly in the gaps between the outer bubbles. Together as a piece, the ice and icicles resemble an ice sculpture of an abstract frozen flower.
Though this is quite a young vintage piece, it has an abundance of style, more than fitting the phrase, "just because it's modern, it doesn't mean it doesn't have style". The style influences are a harmony of Art Nouveau and Art Deco, of sleek and sophisticated elegance, and luxury.
As a Plafoniere (Italian for 'Ceiling') light, this would sit very well on the ceiling, although, I personally feel that to do this piece justice, it should be displayed on the wall, somewhere where it can be appreciated without the need to stretch your line of sight up to the ceiling.

Superb - no cracks or chips to the glass, 2 - 3 nominal / light marks to the underside of the bubbles towards the the metal bracket.
Light needs to be wired for fitting and is in working order, takes 25W screw fit candle bulb.
